Dean is a biker boy slightly older than Angelica, whose mother is an acquaintance of Didi Pickles. His mother leaves him with to play with Tommy and the babies. He rides a child's bicycle around the neighborhood. Angelica once fell for him, as he was "a 4-year-old's dream on a 5-year-old's bike". Dean is friendly and willing to learn a lot of things. He is also philosophical in his own way, which he credits to the book The Cat In The Hat for changing his life. Dean's name and mannerisms may be a parody of James Dean, the star of the film Rebel Without a Cause.

Dean is a friend of the Pickles family. He appears twice in the Rugrats TV series. The character made his first appearance in "Angelica's In Love", in which Angelica fell in love with Dean but later moved on after he had to go home after the play date at Tommy's house. Angelica was only heartbroken for a while before she met her new neighbor, Jean-Claude . He made his second and final appearance in "Angelica's Birthday".
